Dear CPT,

Greetings to you.

At our Session meeting last night we discussed your request (appeal) and no one
was in favour of your request for the following reasons.

a) At Synod the CPT was given permission to loan $100,000.00 (at 0%) from MAMA
to be repaid back by the churches in subsequent trienniums.

b) We find it disrespectful to ask Sessions to nominate people whom we
may think
are 'well-to-do'.  This is something that we are unwilling to do.
Furthermore, as elders we have an obligation to protect our members and
this would certainly be a betrayal of confidence and may well cause them
unnecessary harassment.  To 'assume', that someone may be 'well-to-do' can
not only be embarrassingly wrong, it fails to take into consideration that
there may be others who are not so 'well-to-do' who may be able to assist
in other profitable ways.  Furthermore, there is no suggestion from you
that we should approach these people first, but simply to give you their
names.  This is just wrong.

c) The CPT already has a 'prescribed' offering allocated to it.

A further consideration for which we seek clarification is on the
BOM's recommendation
Art 40.4.3: "no requests for specific or special fundraising be approved
and that, if possible, when a restructuring of activities occurs, it be
done with a view to reducing expenditure; (cf. compare WMDS mandate and
name 4.4.c)"
We realize that this clashes with the CPT recommendations Article 38. 6.3;
However, it has always been understood that recommendations from the BOM
(BFC) always takes precedence on budgetary matters. This is also one of the
reasons why their report is the last to be dealt with at Synod.
